Licensing a copyright isn’t the only way to monetize it. It is also possible to sell all or part of a copyright to other parties. Selling a copyright in its entirety is relatively simple and easy to understand, but selling a copyright in parts is also a valid way for the copyright owner to make the most efficient use of his or her intellectual property.
As an example of the above, the copyright owner might sell the rights to use the copyright in Tokyo to one party and the Osaka rights to a separate party. Or the copyright can be divided according to the rights of reproduction and the rights of distribution, with each being sold to a different party. This allows the purchasing parties to only buy what they need and gives the copyright owner the ability to sell the copyright in the most efficient way possible.
